New crosswalk needs ministry approval

EMC News -Madoc -The ongoing discussions of a revised crosswalk at the four corners in Madoc has taken a turn.

"Obviously a step we were not aware of when we first started discussion for stop lights at the cross walk is the need for a warrant study or traffic count required by MTO," said Deputy-reeve Tom Simpson. "It needs to be done and the cost factor is between $1,000 and $10,000."

According to MTO the cost for any recognized crosswalk is estimated at between $35,000 and $45,000. It will vary as there are many types of crosswalks that can be considered.

"There was talk that there would possibly be potential for MTO to cover this 100 per cent but the real story is there is less then 100 per cent coverage and that is on a case-by-case basis," said CAO Matt MacDonald.

"The warrant study is to determine the volume of pedestrian traffic, however, I believe that to be inadequate," said Councillor Larry Mitz. "It shouldn't just be the volume of the traffic but also the demographics."

From a petition and comments from the public the concerns are for the elderly, infirm and the disabled people in the community and their ability to cross at the intersection safely. "I would move that we proceed with the warrant and include a demographic study," said Simpson.

Councillor Mike Kerby responded, "We get overburdened with studies from higher up levels. Can't we do things more simply? We waste money on these studies. Let's start doing things ourselves."

The challenge at the four corners is that it is a connecting link.

"If we don't go with MTO's recommendations we are liable. For the establishment of a recognized crosswalk, we need the minister's approval. Process is what process is," said Mac-Donald.

"Like everything we do with another level of government, they want a study done. I would move we go forward with MTO's recommendations," said Simpson.

The motion was passed with all in favour.
